In a bowl mix together the soy sauce, rice vinegar, hoisin sauce and sesame oil, and leave it aside for later.
Cut the vegetables (red pepper and scallions) into slices and chop the garlic cloves.
Then, add cashews to some hot oil and cook until they are golden brown.
Set cashews aside. Leave the oil from the cashews in the pan and add the diced chicken. Sprinkle with a small amount of salt and black pepper.
Saute until golden brown and set chicken aside with cashews.
Meanwhile, bring a big pot of water to a boil and stir in the rice.
Add the sliced vegetables into a frying pan and saute until tender.
Add the sauce to the pan and let it thicken. Finally add the rice, chicken and cashews and mix it all together.
